  • Drawing upon relevant Russian, Soviet and international state practice, as well as diplomatic correspondence, legislation and court decisions, the author outlines the geographical characteristics of the land and waters north of the Soviet Union's mainland and closely examines the straits of the Northeast Arctique Passage. He traces the patterns of exploration and exploitation of this frigid area with historical details about the use of the straits, then considers the legal doctrine that have been advanced by Russians and other jurists over the region and clarifies the existing legal regime.The proposals at the third United Nations Law of the Sea Conference with respect to international straits have been examined to evaluate their impact upon the Arctic regions and obversely to show the relevance of the straits in the interpretation of the proposals . Finally, it is shown that despites the adverse conditions of nature,the areahas grown in importance to the international scientific and shipping community, and that peaceful accomodations among states in the use of the area can be of considerable benefit of the world.
