"The book compiles the work of a NASA funded team at George Mason University working on various institutional aspects of the aerospace policy and the aerospace industry, and also seeking out new directions for using the insights gathered from the NASA and other programs. It is a tribute to the work and in memory of Frank Hoban, who spent most of his working life involved in the aerospace industry. After a long career at the National Aeronautics and Space Administration, he moved to the School of Public Policy where he continued his association with the aerospace community by heading up the NASA/George Mason University Continuing Career Program." "The contents, some of which Frank worked on, stem mainly from the later years of his career and are largely contributed by those who worked with him at George Mason University. While they reflect some of Frank's interests, and his contributions to aerospace administration and research, all touch upon issues that interested him
