- 50 years after the signing of the Helsinki Final Act, Russia's war against Ukraine continues to challenge the OSCE as a vital pillar of European security. However, the papers in this volume of OSCE Insights demonstrate how the OSCE, including the OSCE Parliamentary Assembly, has used its broad mandate to run activities even in the absence of cooperative security. Contributions discuss topics such as the OSCE Parliamentary Assembly's experience in counter-terrorism, the OSCE's efforts to mitigate the risks of climate change, and conflict management options in Ukraine.
