- "General Secretary of the Communist Party Xi Jinping made his ambitions for the PLA perfectly clear: a PLA that, "makes an all-out effort to become a world-class armed force by 2050." Being "world class" carries the connotation of being "second to none," being "top tier," or being the "best in the world." Most significantly he established an accelerated timetable for completion of military modernization. He explicitly outlined what "stepping up efforts" means; Xi wants the modernization of China's forces is basically completed by 2035; just 15 years from now.
