Steinberg first analyzes the social dynamic between Russian society and its ruling clas, then examines the economic factors that played a vital role in the development of the military over time. The book's main focus rests in his study of the relationship between the diplomacy and the wars fought that made the construction of Russia's Eurasian Empire in the 18th and 19th centuries possible.
