- "Protecting civilians who have fallen into enemy hands or are just about to come under the adversary's control is a constant challenge in the application of international humanitarian law (IHL)/the law of armed conflict (LOAC), as evidenced by the numerous armed conflicts taking place in the world. Despite many decades of scholarship, military operational practice, and advocacy, certain legal questions are unresolved, while others remain insufficiently examined, or are emerging due to technological, and broader societal, cultural, and other developments. The issues presented in this volume span a range of foundational, ongoing, and new legal and practical queries in the interpretation and application of IHL/LOAC related to civilian protection. The selection of subjects included in the book is based on the experience or observation of repeated dilemmas about the extent of legal protections owed, and actually extended to civilians in military operations. These include protections in the invasion phase of an international armed conflict, the law underlying civilian "screening" operations, or challenges in the setting up of humanitarian corridors. Recent armed conflicts have also required renewed attention to the rules governing deportation or forced conscription, and raised novel questions about the protection of civilian data. The developing interfaces between IHL/LOAC and other legal regimes, including environmental, gender, and forensic science considerations, likewise demand attention. In all cases, accountability for non-respect of IHL/LOAC remains a fundamental legal obligation. The book examines these and other specific issues relevant to ensuring the better protection of civilians." (éd.)
